These abilities trigger when that permanent is given the appropriate unlocked designation, regardless of whether it was given that designation while entering the battlefield or after entering the battlefield

This is because when your opponent activates a monster effect, you can quickly target 1 banished card and shuffle it into the Deck to destroy that monster, or if you shuffle it into your opponents Deck, the effects of that monster are negated instead

For instance, Warden of the Inner Sky can tap creatures to put a +1/+1 counter on it, while Subterranean Schooner can be crewed instead

Also, with only 40 card decks you are having to exile the majority of it most of the time you are making the Tog lethal

That downside doesn't matter too much though, as this card shines best in a mono-Black or two-color deck where it is more likely to be one-sided
