It really does annoy me that so many of the non-legendary cards actually have much more impressive-looking artwork than many of these guys

Since this card dates back to the days of the first Pokmon TCG tournaments ever held, this card can be regarded as a true historical artifact of the Pokmon TCG

Its probably worth noting that were basing this list entirely on what Pokemon cards have actually sold for on eBay, rather than perceived market value or the asking price of cards that have yet to sell
